On June 4, Downing won a decisive 19-point victory in the Republican primary against Denny Rehberg, a former Congressman and U.S Senate nominee, Elsie Arntzen, Montana’s Superintendent of Public Instruction, former DEA agent Stacy Zinn and five additional candidates. Downing topped the nine-candidate field with 36 percent of the vote.
